The City of Norfolk is opening the door for local nonprofits to apply for federally-funded grants to support housing and community development initiatives in fiscal year 2027.
Working through the city’s Department of Housing & Community Development (DHCD), Norfolk officials announced they will soon solicit applications from eligible organizations to access approximately $7 million in combined funds through programs such as the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program and the Emergency Solutions Grant (ESG) Program. 13 News Now+1
A public meeting is scheduled for Thursday, December 4 at 6 p.m. at The Slover (in Norfolk) to detail the application process, share eligibility criteria, and invite community input on housing and development priorities. Norfolk+1Applications will be accepted starting on November 24, 2025 and will remain open through January 12, 2026 (deadline: 5 p.m.). Norfolk
What this means for local nonprofits
Organizations focused on affordable housing, homelessness prevention, infrastructure in underserved neighborhoods, or community improvement now have a window to propose projects that align with Norfolk’s priorities. Grants may be awarded to those who demonstrate strong project outcomes, community-need alignment and the capacity to manage federal funds. The DHCD will use the upcoming public meeting to gather resident input on local housing and community development needs — input that will help shape the city’s Annual Plan for FY 2027.
