On Tuesday, Director LJ Hansen delivered his concept and challenges.
Under his proposal, residents could register online by supplying a copy of their real estate or personal property tax to receive three hours of free parking, excluding on-street and dynamic pricing gauges.
If passed in its current form, Virginia Beach residents could receive three hours of free parking at Virginia Beach parking garages.
After that, the parking rate would kick in and Hansen said that would have to be raised to $4 dollars an hour to offset costs. Currently, the rate is $2 per hour for most Virginia Beach parking garages.
Virginia Beach city council members did not take a vote on the matter and said further discussions are expected in the future.
