Costco Proposal at Greenbrier Mall Heads to Chesapeake City Council for Key Vote

A proposed Costco development at Greenbrier Mall is one step closer to becoming a reality as the Chesapeake City Council prepares to vote on permits tied to the project. The proposal would transform the long-vacant former Sears property into a new Costco warehouse store complete with a fuel station and auto service center, marking one of the largest redevelopment projects planned for the Greenbrier area in recent years. 

The project has already received a unanimous recommendation for approval from the Chesapeake Planning Commission. Plans call for the construction of a 158,000-square-foot Costco location that could employ approximately 200 workers and serve thousands of customers daily. Supporters believe the development could help revitalize Greenbrier Mall, attract additional investment, and provide a significant economic boost to the surrounding area. 

While city planners acknowledged that a large warehouse retailer does not fully align with Chesapeake’s long-term vision for a mixed-use, walkable Greenbrier district, officials noted that the economic benefits could outweigh those concerns. If approved by City Council, the project would redevelop one of the mall’s largest vacant spaces and potentially serve as a catalyst for future redevelopment throughout the Greenbrier corridor.
