Development plans are officially moving forward for a possible new Costco location in Chesapeake, bringing renewed excitement and potential economic growth to the Greenbrier area. City officials confirmed that the proposed project would redevelop the former Sears property at Greenbrier Mall, which has remained vacant for years following the department store’s closure.
According to reports, the Chesapeake Planning Commission recently approved a development plan tied to the proposed Costco project. The plans include not only a large wholesale warehouse store, but also a fuel station and tire repair center as part of the overall development.
The potential Costco first surfaced earlier this year after permit applications connected to a fueling station were filed with the city. Representatives connected to the application later confirmed the retailer was exploring the Greenbrier Mall site for a future expansion.
If finalized, the new location would become only the second Costco on the Southside of Hampton Roads and could serve as a major anchor tenant helping revitalize the aging mall property. Local leaders believe the project could spark additional retail investment and redevelopment throughout the Greenbrier corridor, which has seen increasing conversations around modernization and long-term growth.
Greenbrier Mall, originally opened in 1981, has faced challenges common to malls across the country following the decline of traditional department stores. The former Sears building has remained one of the property’s largest vacant spaces since 2018.
While the project still requires additional approvals and construction planning, the latest vote marks a major step forward in bringing Costco to Chesapeake. Early reports suggest the development could eventually create hundreds of jobs while increasing traffic and business activity in one of the city’s busiest commercial districts.
